You might call Universal Shortwave in Columbus, Ohio 1-800-431-3939 and
ask if they have any used or reconditioned RTTY decoder cards or
readers available.  The cards can be plugged into an expansion slot on
your computer.  You can use a standard audio cable to connect your
shortwave reciever which must be fairly decent, to the card.
I got a used Universal M 1000 for $ 150.  It decodes Fax, Morse Code and
most common forms of radioteletype.
There are also "dedicated units" which don't require a computer.  But
they do need a monitor or printer.
Universal has a RTTY expert, who can give you advice over the phone.
They can also mail out a used equipment list.
You could also check any hamfests or shortwave stores in your area.  And
read the RTTY, Utility and Computing columns of Monintoring Times and or
Popular Commmunications so you know more about the equipment that's out
there.
