I don't think Delphi is to blame either. Delphi is pefectly cabable of
creating apps that resize, it just takes work. I will agree that I would
like to see this as a property that could be set on a form or other
container to make it resizeable and have Delphi do the resizing work,
but that is not a standard windows feature which is probably why it
isn't in there.

There is one, I think it was called GTSizer. It is supposed to do
everything including fonts if I remember correctly. I haven't bought it
yet because the need hasn't been great enough. It is $99, but I would
think that a bargin if the features are really needed or desired in an
app.
