  An off-the-top-of-my-head suggestion is to create a standard window
  collection with WinCreateStdWindow, find the HWNDs of the scrollbars
  with WinWindowFromID(Frame, FID_VSCROLL) and use WinShowWindow to show
  or hide them as appropriate.
