The Time Arrival field allows for powerful "rescanning capabilities" for
an offline system like Silver Xpress.  I can tell it to scan for all
mail since MM-DD-YY HH:MM.

Only Opus-Style *.MSG, SQUISH, JAM, HMB and the new Wildcat 5.0 format
allow for this.
