as far as os/2 is concerned and afaik you can only access whole files.

you can open a file read-only granting other programs the same right or  
you can open a file exclusively, locking it completely against other  
programs.

there may be slight differences as far as os/2 and other operating systems  
are concerned, but this is the main idea as i did understand it.

maybe you should tell us about what software you are talking.

ibms os/400 for example should allow what you want to do, but os/2 is no  
multiuser-system and lacks the support for record oriented file access and  
locking mechanisms, afaik...
