I thought it went the other way around. I am sure the umps used to get
postseason assignments on a rotational basis, but as I recall that was
changed to restore the merit system. The umpire's union used this as a
bargaining chip to get in-season vacations. But now I'm not sufficiently
sure of that"fact" -- I'll have to check myself.
