 I figured as such....and was waiting for you to confirm
 my hunch.  I'll bet the 9 San Diego County PD's and the
 SO get together and agree on all of the 10- and 11-codes
 so there's no confusion between agencies.
 Do you know why Zone 5 is the only fire dispatch that
 still uses the codes?  Or why Heartland no longer uses
 4411, 4111, 4510, 4511, 4313, etc as unit indentifiers?
... Firefighters find them HOT and leave them WET.
