 Stan if the J-pole "goundplane" radials were 1/4 wavelength it would help to 
improve the omni pattern of the antenna.
 Although the J-pole is supposed to be an omni antenna radiating equally in 
all directions,it can be "aimed" by facing the stub (the J element ) in the 
main
direction you wish to talk the most.
 The radials are being used to add a groundplane underneath the J-pole and to
improve its radiation pattern to a more omni one.
 For fun try rotating the J-pole to point/aim the hook of the J element in a 
direction you can normally hear only weak signals and see what happens to the 
recieved weak signal.
 You should see the weak signal increase in strength as the J is slowly aimed 
at the source.
