Here you exchange a simple line at perhaps $30/month with unlimited free 
local calling (a pretty large metropolitan area) for ISDN at $130/month or 
so, plus a per minute charge for all calls.  If ISDN offered free local 
service, it would still be much more expensive; as it is, the price can be 
astronomical.
I'm not in that big a hurry: free at 28.8 beats expensive at 128kb.
