I've been using Telemate for several years and have not encountered this
problem at all, so long as I have selected the full screen editor on the
BBS I'm calling.  I must say that there are a number of BBS operating
systems I'm NOT familiar with.  Most of the boards I call are PCBoard,
Spitfire, or Wildcat, with an occasional Maximus thrown in.  Those just
seem to be the most popular programs in this area.
I suggest you try switching to Doorway mode (ALT=), which passes
all keystrokes to the host system (in other words, PGDN will be page
down on the BBS, not Receive File), and see if that resolves the
problem.  If not, I would think it might be that a setting on the board.
In my experience, if you are using the board's line editor, as opposed
to the full page editor, to enter a message, the arrow keys do not work
because the BBS is only reading a line at a time.
