    This state set out to do just that with the so-called "Basic Education 
Program" several years ago.  It was intended to help those rural districts 
with too low a tax base to fund good schools, but it never worked out.  
Meanwhile, well-funded schools used BEP money to keep from being 
cost-effective...and they proliferated bureacracy.
