No, and one of the reasons he doesn't is he doesn't just throw his money
around at losing propositions. He wants the Braves to make money just like
his other businesses. That means setting a budget for payroll and sticking
to it. He could just spend as much money as it takes to sign everyone he
wants, and I'm sure he could afford that, but he didn't get where he was by
spending money foolishly.
