Maurice we have discussed this before and you have been told that IN FIDONET
the "+" is not used in the TZUTC kludge line. That is current practice in
Fidonet and hence it is documented as such. You do not have to like it, you do
not have to agree with it, but that is the way it is.

Continuing along this line of discussion is off-topic, please drop it.
