There are three methods.  Either you e-mail / net-mail the person listed
as running the Other Net at the listed BBS, or you "file request"
(otherwise known as a FREQ) an application form using the given
filename and then e-mail back a completed application, or you link to
the given World Wide Web hypertext HTTP: address and fill out an
application on the Other Net web page in real time.
