You might try PL/I for OS/2. It is related to the PL/I for
mainframes and minis, but has additional built-in functions for OS/2
only. Neither the compiler nor the executable files it produces will
run under any other PC operating system (how native can you get?). The
last price I had for the "Personal Edition" of the compiler was
$229(US). AFAIK, it is available ony from IBM Software Direct.
