Try enlisting the help of a local fire extinguisher refiller. My father in 
law 
does this sort of thing all the time for community groups, as an educational
pursuit. Needless to say his demo is quite pursuasive to sell new or 
refurbished extinguishers.  Of course some states have less aggresive safety
programs..., but Here in California, our Grubernor, the dishonorable Pete 
Wilson (WANNABE presidential candidate) taxes anything that moves! May he 
continue to have continued problems raising campaign contributions!
