Most likely.
 
I don't see the problem for merging smaller entities together with or into
bigger entities. We did it here by abandoning R29 (Belgium) and transfering
its sole net (292) into R28 (the Netherlands). As a result we are now
enjoying broader echomail-activity and meeting new people. I still have my
old node-number and routing remained intact so nobody even noticed plus we
dropped one RC ... ah, yes, occupying coordinator-positions and exercising
control ... I overlooked that.
 
At zone-level though there are a few people shitless that one or two ZC's
less would disturb the functionality of the ZCC, as if that ever amounted
to much. More specifically at least one ZC has expressed discomfort at the
prospect that she no longer would be able to immobilise the ZCC if the
vote-balance would shift. This one particular ZC specifically listed this
as a reason not to merge smaller zones somewhere else.
 
Two of the "yes"-nodders in the meantime have gone. And Carol has
a mind of her own, I'm not at all disturbed by her ascending to the
ZC-level as I'm sure she will stand her ground when she has differing
opinions.
