turn reboot off rather than force users to search the web for a registry

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate\AU and
create a DWORD value named NoAutoRebootWithLoggedOnUsers. Then set it to 1
