He could, if there were a hub in Z6. P4 doesn't allow for, but ZCs will
route mail, if they agree to route mail for you, but they don't have to.
xxcarol is the only POTS node in Z6 and those others with contact info are
IP nodes only. And then there is the deadwood with no contact info at all.
