Are you sure you have that around the right way? The original FTSC was set
up to "ratify" defacto standards that had already been adopted by
Fidonet members (hence the defacto part). IE they already WERE standards
that were in use. 

The FTSC didn't create the original documentation (even if an FTSC member
may have been the originator). This is why so much confusion remains, as
FTSC memembers actually created much of the documentation anyway, but as
individuals, not as a body. Separating this individual function from the
groupbecame very hard to do...
