No, this is not possible. This would render semaphores useless. A semaphore
is a means to control a mutual exclusive ressource, e.g. a com port or a
global variable in a multithreaded program.

If you could have multiple semaphores for the same purpose (same name, same
handle), which one would you trust? The one telling you "go
ahead" or the one that says "retreat or wait"?
