But it is uncommon not to have the pull down menu structure with the
commands that are relevant to the application.

You keep trying to make a point because I called it File/Edit/View but you
know darn well that I was referring to the menu and not the exact items in
it since it is just a standard structure that contains choices that are
application specific.
