I recently found an editor which happens to answer lots of my prayers:

a) it is fully configurable
b) it runs everywhere (the archive contains :
 ae_dos.exe runs on DOS, and in DOS boxes
 ae_o16.exe runs on 16 bit OS/2, 32 bit OS/2, and Windows NT
 ae_dual.exe runs on 16 bit OS/2, 32 bit OS/2, Windows NT and DOS
 ae_os2.exe runs on 32 bit OS/2
 ae_win.exe runs on Windows NT and Windows 95
 ae  RS/6000 AIX executable.
c) reasonnably small (from 90k to 170k) (fits on a floppy)
d) multi windows/texts
e) text mode
f) free :-)

It is not easy to configure, but once you understand the logic of the
config (which, admittedly, took me a while) you can tweak it to do
anything.
(typical hack: in order to display help when pressing on f1, since there is
no built-in help, I configured f1 to open a new buffer and load the ae.txt
in it :-)
It has regexp as well, and a neat little feature which can do a lot for the
readability of your source code: the ability to "FOLD" text out
of the way.
This is wonderfull for chapters in books, or folding away procedures in
code (the name of the function is just left). This is implemented in
language dependant section, so the folding technique uses the comment sign
for the relevant language, hence the file can go thru the compiler without
modification.
The os/2 32 bit version swallowed without problem a 70.000 lines file.

This brilliant editor is called AE (Andy's Editor).
The original zip archive is about 438k and dated from 04/96.
