do a
'sudo find /var -name '*cups*' -print
and
'sudo find / -mount -name '*ppd' -print
to see how much rubbish is in there...
How much of it is part of the initial install and how much is part of
configuration, who knows?

I have found that to be a good solution, but far from a perfect one, as
often config files change with new software releases.

Never seen that. Config files are a complete mess. Every part of the OS
does things differently IME
