You're in real trouble. The problem becomes NT 4 does not recognize FAT32.
You might be able to do this by installing NT to the D drive, then create a 
boot floppy that points to the D drive. The problem becomes to perform the 
install to the D drive you'll have to be able to write to the C drive, 
meaning you'll have to temporarily replace the C drive.
You will not be able to use NT's boot manager.
