I can track any ONE bird as long as I have the Keps for it, but
there is something missing, (launch time/location?), or I can't
track it as anything but the primary.

Been there, did that.  Didn't help.  I now have Keps running out of my
ears, but I still can't track half a dozen birds carrying Ham radio AT
THE SAME TIME.
