anonymous ftp (at ftp.senate.gov) and Gopher (at gopher.senate.gov).

Q. Does your service offer information about pending legislation,
Senate schedules, or other "general" information about the United
States Senate?
A. At present, most information on the Senate's FTP and Gopher
servers is provided by specific Senate offices which have elected to
use this optional service.
Extensive information about federal legislation is available to
Internet users from several sources. Online access to the Federal
Register, the Congressional Record and Index, and the Congressional
Bills database is available through the Government Printing Office
(GPO) as mandated by the GPO Electronic Information Access Enhancement
Act of 1993. Information about how to subscribe to the Congressional
Bills, Record, or Register databases is available by calling GPO at
202-512-1530 or by fax at 202-512-1262. Information is also available
by sending Internet e-mail to help@eids05.eids.gpo.gov.
The Library of Congress Information System (LOCIS) service contains
summaries, abstracts, chronologies, and status information about
legislation (bills and resolutions) introduced in the U.S. Senate and
House of Representatives since 1973. Information about the current
Congress is updated within 48 hours of activity. Internet users can
telnet to this service at locis.loc.gov. Access to LOCIS is also
available through the Library of Congress' LC MARVEL Gopher service.
Internet users can telnet to this service at marvel.loc.gov and login
as marvel. Users with Gopher client software can point to
marvel.loc.gov, port 70. Please note: only a limited number of ports
are available for direct telnet connections to this service; the
Library recommends using Gopher client software if available to you.
Q. Where can I direct questions or comments about the U.S. Senate's
Anonymous FTP and Gopher servers?
A. The answer to this question varies depending on the nature of
your comment or inquiry. If you wish to inquire about or comment on a
specific Senate office's participation in this service -- for example,
if you have questions about a press release posted on this service or
want more information about a legislative summary -- you must direct
your inquiry to the specific Senate office in question. Such inquiries
can be directed using the procedures outlined elsewhere for writing or
calling a Senate office. Electronic mail messages will NOT be
forwarded to any individual Senate offices by the administrators of
this service. Please do not send comments or questions regarding an
individual office or its information postings to the administrators of
this service.
If you have a general question about the Senate's Anonymous FTP or
Gopher service or wish to relay a comment or suggestion about these
services, you can send this via Internet e-mail to:

Any messages sent to this address requiring follow-up or interaction
with another Senate office will not be processed or forwarded; such
inquiries must be directed to the Senate office or offices in question
following the procedures described elsewhere in this FAQ listing.
Q. Who provides the Senate's Gopher/ftp service?
A. The U.S. Senate's Internet servers are a joint service of the
Senate Committee on Rules and Administration and of the Office of the
Senate Sergeant at Arms. All Senate offices are authorized to place
files on these servers at their discretion.
Q. Why can't I find information from certain Senate offices on this
server?
A. While all Senate offices are authorized to place files on this
server, the choice to do so is left to the discretion of each Senate
office. If a particular Senate office name does not appear on this
server, this indicates no files are posted for that office at the
present time.
Q. Why do some Senators' and Committees' names appear on the menus
with no information files?
A. When a menu pick appears with no information behind it, this
indicates that the Senator or Committee identified has at one time
placed files (which have since been removed) in this area of the
server. As a rule, press releases are removed from the server
approximately 45 days after they are posted.
Q. Are there any guidelines or restrictions regarding Senate
offices' use of this server?
A. All Senate offices' use of the U.S. Senate's Gopher/ftp servers
is governed by policies established by the Senate Committee on Rules
and Administration. Included in these guidelines are provisions
prohibiting Senators from posting most information files during a
sixty-day period preceding an election primary in which the Senator is
a candidate, as well as during a sixty-day period before every
biennial general federal election, regardless whether the Senator is a
candidate. This restriction is in keeping with existing Senate
policies regarding Senators' use of other outreach services provided
by the Senate.
