There is a program called Window Eyes that does what you are asking.
They have a version that runs in Windows 98 or Windows ME with it's 
built-in DOS and a version that work on newer Operating systems.

They do need a sound card that can be supported in Windows 98,  Here

Jon, Never being one to rush into new technology (G), I still get my
'fix' from Doc's Place BBS and the old FIDO backbone.  Along with many
others, I use Bluewave as my OLR.

Back, some years ago, there was a lady who lost her sight but was able to
stay on-line through the use of software. As I understand it, she was
able to voice her messages and the computer 'read' her replies.  From
what I am seeing now, Bluewave had something built it that would
accommodate this. However, everything was built around DOS and the than
technology.  There seems to be some question as to whether it would even
work on todays boxes.

Now someone in the Bluewave echo, is asking if there is software
available that would allow someone with vision problems to join in.

When the question first came up, I thought about the demo at the club a
month or so back. It was apparent that it was a voice recognition of some
sort.

After all that (G) the question is  is there software available that will
do what is wanted in the BBS environment?
