There are a number of them. Swiss-Sys is, I think, the most popular. It's at
ftp.pitt.edu under grout/student-activities/chess/UTIL/ss6.zip. There is
another one there as well -- here is a cut from the index of that
subdirectory:
spar.zip Swiss Pairing Utility. Software release for public comment
on the pairing algorithm, which will be in the next Swiss
Perfect for Windows. See README.TXT

There may be more - I didn't look thru the whole index - the index file is
