  You may well be right in saying that such elections are the way it is
  done in many areas of Fidonet.   And, IMO, that is the way it should
  be.  BUT, you are wrong in saying "Policy does not say this CAN'T
  happen".  Policy puts down precise methods for selecting NC's and RC's
  and it is appointment from above, not election from below.
