   One of the problems with current policy is that there is no method of
   making a "formal" request to the RCs.  That was one of the procedures
   that was written into the proposed revision.

   Suggestion -- since you are still an RC, why don't you take the
   initiative to start a discussion, e.g. in REGCON.  Make the proposal
   as simple as you like.   You could do nothing more than change the
   wording with respect to fidonews editor.  You could be a step more
   proactive and put in a section which gives a procedure by which a
   proposal can be put onto the table for the RCs to consider (what we
   called initiation in the revision that did not pass).   You could
   leave the quorum issue alone -- i.e. require a majority of all of the
   RCs to vote affirmative before a revision goes to a referendum.
   You could even add a quorum on the referendum vote itself (not now
   present).

   You are one of the 47 votes.  Pick something you would vote for as a
   demonstration that P4 can be changed, and then propose it to your
   peers.
