You need to think outside the square Dale...;-) The way this has been
handled in the past within Zone 3 is that the RC Vote result is put to the
ZC and he makes the RC "appointment" based on the Vote result.
The ZC doesn't have to take the result of the Vote, but it make sense that
they do. Policy is followed and everyone is happy (or almost......;-))
