I wrestled with this problem a while back (with some success), then came to
the conclusion that I was wasting my time. I reasoned that if a person is
using a small 640*480 screen, then he expects your application to fill the
screen. But if he is is using a 17" monitor with say 800*600, they do NOT
want you to fill the screen - you will blow their heads off. The reason that
they are running 800*600 is that they want to be able to fit your 640*480
app in one part of the screen, and still have the edges and corners of other
apps visible. If they did not want that, then they would have re-set their
monitor to 640*480.
