Ok, I do remember THOSE particular discussions about suggested changes to
Policy, but as far as I was concerned, I was never aware that a request had
been "formally" made to the RC's for voting on it, IE Section 8
had not been invoked to my knowledge...

I think this is one of the areas that needs some attention, while the
overall PROCESS for voting on a Policy change is reasonably well written,
there are some elements to managing that process that are left in mid-air
and are slightly confusing. The oyn reason the "secpnd" vote took
place was because someone (Ward) took on the job of making sure as many
RC's as possible were aware...

I agree, oush a simple change FIRST, then once it is demonstrated to work,
tackle the more difficult issues.
