It can. And has.

The reasons it doesn't are:

1: the person being ignored couldn't simply shut up and go away, but
had to seek revenge and spam the echo to the point the moderator
decided to shut it all down.

2. The "hostiles" are not truly being ignored at all, but mentioned in
  sidewize way that is hard call 'ignoring'.

Again, when did all this start? Sounds like somebody just begging for
trouble and going out of his way to get it.
