First, I must say that I don't use a guide dog, so am not an
expert. However, I have met at least two people who have trained
their own dogs. Third, I have taught cane travel, so know a
blind person can do it. And fourth, while a blind person could
not train a guide dog/human team in the same way that a sighted
person would, He/she could still probably do it.
I am not aware of any official position on the part of the NFB
towards a blind person doing this, and would be surprised at
such. There may well be individuals that take this position, but
that is their choice.
