You can look for tor165g?.rar ('?' can be: d=dos, w=win, maybe o=os/2) in
ftp searchers or E-mule. This will be latest original version 1.65Gamma
(with installer). And you may go to http://t-road.narod.ru and download
Alexej Kljatow's 1.71 Alpha32 that has some bugs fixed, but you'll have to
read whatsnew.txt in russian to make it work properly. If you can't, I can
help you with translation. Really latest version (1.71.1) is built by
Alexey Fayans (2:5030/1997), but it is Windows-only. Or, maybe, Alexey can
build an OS/2 version for you or give you latest sources.
By the way, there are some URL's in last official manual, but I'm not sure
