It is impossible to make those who do not wish to behave like adults actually act like adults. When the "nasties" seek to disrupt an echo, it is necessary for a moderator to step in. If no moderator is present, or available, the "nasties" will continue to disrupt the echo, until all have left the echo (except for the "nasties" themselves). And then, with nobody left to harrass, the "nasties" move on to another echo, in search of doing the same thing.
