The first proposal was a number of months before the drafts on the
second one started. It was sent to the RCs, I think at the time that
Bj”rn became editor, by the then outgoing Fidonews editor. That
would have been perhaps as much as two years before the proposal you
are talking about finally came to a vote.

You are talking about the "second" proposal. The first was the simple
one that did nothing more than change the node address for the
fidonews editor.

Then get them to a vote and pass the simple change. It would be
