Okay!  Now we are making progress!  :-)  So instead of fighting over who
gets the hat why not take a vote to eliminate it?  Remove the reason for

Nobody has acknowledged IP nodes or cares.  How can I tell?  Because there
are no standards for listing them and the topic of the day is anything but
that. Until I see it written in policy and we have a standard way for
listing them across the whole of Fidonet then they are not recognized.

Is there a reason why you require (some) RCs to have a POTS dialup?

The ZCC has already made an interpretations that directly affect all of
Fidonet.  Sure, we can list IP nodes how *we* want and Z2 can list them how
*they* want.  And, fortunately for them, they have the R50 developers to
actually implment *their* standards in the software they use.  That means
our methods for listing will serve no functional purpose whatsoever.
