It certainly seems like it doesn't it. Now he is claiming that the
tariff is actually +5%. Whilst I couldn't be bothered checking, I do
doubt it. THe last I heard we had a -ve tariff arrangement with ROC
and a few other places which were being referred to as "developing".

Me to. The -10% is certainly more in line with my recollection of
the situation.
