The Queen in ST:FC was definitely established as the Queen of all Borg.
Think about the solution this way:
The Queen went back in time, so the Borg in the "present" were left
leaderless. Why didn't this, even without the death of the Queen, cause the
collapse of the Collective?
Because the Borg would have seen it coming, and the Queen would have
handed over the reins of power to someborg else.
The subsequent death of the Queen makes no difference.
