 No. 3.8 is part that determines the conception of *C. Sysop that dont
satisfy 3.8 is not *C at all.

 But _today_ we have technically educated *C - but Fidonet is dying... Thus
_main_ problem is not 3.8 - but 3.6.

 Wrong conclusion. We have in our _local_ (!) network near 1500 men (and at
least 1000 of them - "alive") that use Fidonet services.

 Thus we have a good "supply" - but why dont quantity transfer in
quality? As for me - main reason is very ancient Policy, which doesnt
reflect our day realities.

 And what is worst - absence any "motion" in development.

 We have 1000 candidates in Fidonet members - and what can we suggest to them?

 Especially taking in consideration that during 10 years FTSC cannt remove
from FTS-1 discrimination of our national language?...
