 But when?. Should it to the filerequest right away?. It may seem irrelevant
 but in a POTS system it is not. "Fixing" a perceived flaw should not
 break requirements of older systems. The FTSC documents how things work, so
 others can build compatible software. Retrofitting, mistakes made while
 drafting the documentation, into software that originally set the standard
 is not the way to go.
