MS Professional Basic 7.1 can compile for OS/2 1.X.  It does fullscreen, 16 bit
apps only.  I used it for a couple of years until I got tired of the lack of
support and moved to Watcom C/C++.  MS hasn't published PB for several years,
but you may still be able to find a copy of it floating around somewhere.
