A friend of mine was recently offered an "HST with ASL" modem, which does
not appear to be working. It has a serial number on the underside.   
He needs to know: 
1) how one can determine if the seller is the current legal owner;
2) is the modem legally registered, and to whom;
3) what's the least expensive way to determine the cost of having it
repaired, if that is worthwhile, and by whom.     
Any help would be appreciated.
