Yes.  CA-Realizer is a package that has both Windows and OS/2 compilers
included.  It is usable, but is not my favorite.  It seems to me that it
requires a large runtime pack.  IBM is working on a compiler/visual dev
package.  It is supposed to be VB compatable, but I do not know any
details or release date.

You might want to consider REXX.  The basic package is included with
OS/2, so you could dabble with it.  I use VX-REXX, from Watcom.  REXX is
similar to BASIC.
