Flaky skin on a cockatiel's feet can mean a couple things. It is a sign
of advancing age IF the bird is otherwise healthy. BUT it can also be a
symptom of malnutrition and/or vitamin deficiency.
What sort of diet is your bird currently eating? He needs a wide variety
of foods, vegetables, fruits, proteins (meat, cheese or beans/rice); not
just bird seed. If he's on straight seeds, the flaking skin might be a
warning that he needs to see an avian veterinarian for a checkup.
