They are translated to exactly the same function inside OS2CDROM.DMD. 
However, the CD-ROM IOCtl category gives a somewhat easier and more
full-featured interface in the general case.  For example (see my earlier
message on this), the CD-ROM IOCtl category has a function to close the
tray, which ends up being translated to a "Start Unit" command to
the device.  There is no analogous function for the Logical Disk IOCtl
category (8).
