The old FidoNet problem. We can't agree on anything, not even a joke. ;-)

But if all these flags become in use almost everyone would have to carry
one or more. That is not efficient. I propose a SINOTA flag. (Sysop Is None
Of The Above).

To qualify for the flag a sysop must be nominated and voted in by the same
people and the same procedure required for a policy change. That will avoid
proliferation. ;-)
